Movement and money shape one another. A distant market matters because reaching it takes time. A prosperous port matters because it connects people and places. Political authority matters because the rules governing value and access belong to the world, rather than sitting outside it.
We have now finalized the first canonical design for two systems that bring those relationships together: County exchange rates and Municipal Transportation V1.
Both systems are designed and canonical. They are not being announced as implemented, playable or live. This is the foundation against which future implementation will be built.
Three Coins, Regional Value
The City of Gold uses three monetary denominations: Copper, Silver and Gold. Their relative value is not fixed across the entire world.
Instead, every County has exactly one authoritative exchange rate between its three denominations. That rate provides a common basis whenever wages, prices, services, taxes, fees, production costs or other systems need to compare Copper, Silver and Gold.
The essential rule is simple:
One County = One Active Exchange Rate.
This gives regional authority economic meaning without allowing several incompatible rates to compete within the same County. A worker, institution, business and Settlement operating there all use the same County-wide basis for monetary equivalence.
From the First Mayor to the Count
The authority behind that rate changes as the County develops.
Before a Count exists, the first player to become Mayor anywhere in the County gains the authority to establish its initial exchange rate. This is not a private municipal rate belonging only to that Mayor's Settlement. It is the single County-wide rate, and later Mayors cannot establish competing alternatives.
Once a Count assumes authority, control of the exchange rate passes exclusively to the Count. The Count may preserve the existing rate, change it, and change it again later whenever desired. The transfer is clear: the original Mayor establishes the first rate only while the County has no Count; the Count supersedes that authority once the County office is held.
This connects political growth with economic responsibility. A County's monetary relationships are not an automatic global constant, yet everyone within that County can rely on one authoritative answer.
Some questions are intentionally left for later design. In particular, the rule governing a single transaction that genuinely spans multiple Counties has not yet been finalized. We will not invent that answer before the wider system is ready for it.
Municipal Transportation V1
Transportation V1 begins with three municipal buildings: the Cart Station, River Dock and Harbor.
All three are controlled by the Mayor. A Cart Station may be built wherever normal placement rules allow. A River Dock requires valid river geography, while a Harbor requires a valid coast or sea location. The intended world constraints draw upon river and sea geography, without committing this design to an unapproved technical implementation.
The Mayor may appoint a Transport Master to manage the municipality's transportation infrastructure. This is delegated responsibility, not a surrender of authority: the Mayor remains the ultimate municipal authority and may still manage or supersede that work through the Universal Building System.
Authority, Workers and Public Service
Transportation is a public municipal service. An operational station does not require a traveller to hold citizenship, belong to an alliance or institution, or receive private permission merely to use it.
Every transportation building relies on the same underlying profession: the Transportation Worker. The setting may call that worker a Coachman at a Cart Station, a Boatman at a River Dock or a Sailor at a Harbor, but these are contextual names for one worker system—not three separate professions.
Workers are required to initiate a journey from the departure building. They are not required for a destination to receive a traveller who is already on the way. A player can therefore arrive at an unstaffed destination, but cannot begin another journey from that building until its required workforce returns.
Cart Stations and the County Map
Cart Stations connect only to other Cart Stations. An operational departure station can offer every geographically valid corresponding destination; V1 does not require the municipality to configure a manual route between each pair.
Land travel is measured on the County map. The world is made from discrete County tiles, each with up to six adjacent Counties, and distance is counted in County-to-County steps along the valid route.
Rivers Must Truly Connect
River Docks likewise connect only to River Docks, but matching building types are not enough on their own. River travel must respect actual connected river geography.
Two docks on unrelated rivers cannot transport players between them merely because both are River Docks. This preserves the meaning of waterways and keeps geography central to the network. The exact pathfinding and connectivity implementation will be determined later; the gameplay requirement is that the water must genuinely connect.
Harbors and the Sea
Harbors connect only to Harbors and must respect valid connected sea or coastal geography. They do not directly connect to River Docks or Cart Stations.
That same-type structure gives each network a clear identity: roads serve Cart Stations, connected rivers serve River Docks, and connected coastal waters serve Harbors. Moving between those networks means arriving in the world and choosing the next appropriate service, rather than treating every transport building as an interchangeable portal.
Distance, Time and the Journey
Transportation V1 uses a direct relationship between County distance and real time:
One County of distance = one real-world minute of travel.
A journey covering five County-to-County steps therefore takes five real minutes. River and Harbor journeys must still follow their valid connected water geography when that route is calculated.
The journey itself is initially abstract rather than physically simulated. The player selects a destination, pays the fare, departs the playable world, waits for the travel timer and then reappears at the chosen destination.
Once departure occurs, the journey cannot be cancelled and arrival is guaranteed. If the destination loses its workers after the player has departed, the traveller still arrives. Everything currently carried in the player's inventory travels with them; ordinary passenger travel does not create a separate transportation inventory.
Fares Meet Regional Value
Municipal transportation is priced by distance. The Mayor sets a Price per County, while an authorized Transport Master may manage that price under the Mayor's delegated building authority.
The calculation is straightforward:
Journey Fare = County Distance × Price per County
If the price is three Coins per County and the journey covers five Counties, the fare is fifteen Coins. Whenever that fare requires Copper, Silver and Gold to be compared or converted, it uses the applicable authoritative County exchange-rate system. Transportation does not create a second conversion system of its own.
Revenue and operating costs also remain part of systems that already exist. Cart Stations, River Docks and Harbors use the Universal Building Inventory and Treasury, just like every other building. They do not receive special transportation wallets, inventories or treasuries.
This is where movement, government and economy begin to reinforce one another. A Mayor chooses how a public service is managed and priced. Workers determine whether departures can operate. County geography determines which destinations are valid and how long travel takes. Regional currency determines monetary equivalence where different denominations meet the fare.
What V1 Deliberately Leaves for Later
Transportation V1 is a passenger foundation, not a complete logistics simulation. It does not yet define commercial freight, bulk cargo, dedicated shipping, expanded carrying capacity, player-operated carts or ships, piracy, escorts, blockades, road quality, weather modifiers, random encounters or advanced logistics.
Those ideas are not being rejected forever. They are simply outside V1, where adding them now would blur a system intended to establish clear public travel first.
Foundations for a Connected World
County exchange rates make regional authority matter to everyday economic comparisons. Municipal transportation makes distance meaningful without requiring every journey to become a physically simulated expedition. Together, they create a foundation for richer trade, more consequential Settlement development and stronger relationships between politics and geography.
The first version is deliberately legible: one active exchange rate per County, three distinct public transport networks, one shared Transportation Worker system, and a transparent relationship between distance, time and fare.
From there, the world can grow deeper without losing sight of who holds authority, where value comes from, or why the road to another market matters.
